Incident occurred 28 January 2012.

Pocomoke City Police received a call to respond to 1900 Worcester Hwy (YMCA) for a fight. Once officers arrived on the scene, they began investigating the incident. Officers learned that there was a birthday party for one of the Pocomoke resident inside the YMCA. Several individuals from Accomac, Virginia attended the party and a fight occurred. One victim was taken to the hospital with minor injuries.

Further investigation revealed once the suspects from Virginia left the YMCA they began shooting in the direction of the crowd.
Pocomoke City Police Officer interviewed several witnesses and was able to identify several of the suspects involved.

The case is still under investigation however, I am confident Pocomoke City Police Officers will be applying for arrest warrants with the Worcester County Commissioners Office.

Mud Bog Team Participates In "Touch A Truck" in Parksley

What a great time the 187 East Performance mud trucks drivers had on Saturday, November 5, 2011 in Parksley, Virginia. The "Touch A Truck" event along with all Fall Festival events were canceled from the week before due to the rainfall we experienced that day - all day long! Only a few events were salvaged for this day. It certaily was a shame because Parksley ALWAYS goes all out for this festival.

But the guys with the trucks were satisfied....they were able to please lots of children.

On this Saturday the skies were clear but it sure was windy! ....Did I mention cool? The gentlemen in the above photo had the right idea! Wool uniforms!

All of us had quite a laugh the evening before when my "go to guy" Patrick made the comment that he hoped all of Parksley was awake by the time the mudtrucks rolled into town. Each truck has an enormous powerful roar of a voice when it runs and I couldn't help but laugh out loud that day at the deafening sound these powerful trucks made as they were unloaded and lined up in the street.

It's a "man thing" to enjoy the huge rumble sound these trucks make. I hope that no one was rolled out of bed that day as that rumble sound echoed through the steets.

For those that may not know "Touch A Truck" is an event that allows children the chance to see up close the many types of vehicles they see on a daily basis. Most of the children who sat in the trucks on Saturday couldn't see over the window in any of the trucks! They all had a great time.

I can't forget to mention that right in the middle of the "Touch A Truck" was a boat! This gentleman was quite interesting to talk to and drew a crowd just as large as the trucks on display. This racing boat is one of many up and down DelMarVa. They can be seen racing in Chestertown, Oxford and even Crisfield. (Just to name a few)

My Visit To the Delmarva Discovery Center Jan. 20, 2012

The Delmarva Discovery Center hadn't been included in the plans Councilman Malloy and I had previously discussed for last Friday. Jan. 20) We ran into Brian Garrett the Director of the Delmarva Discovery Center and when he found out I had never seen the inside of the center it was a GO. I went!

This is indeed another of the pride and joys in Pocomoke! (I shudder to think how many memberships I may have bought by now if my son were still a young boy.) Children and adults will enjoy it greatly!

The bear was the first thing I saw. I knew absolutely nothing about bears being on the Eastern Shore (or don't remember) and unless it's Yogi Bear and Boo Boo I don't want to know too much else. He's a little fuzzy in this photo but he is beautiful.

Believe it or not signs of the Beaver have been found along the Pocomoke River.

These fish are actually larger in the tank. And there are plenty more! Catfish live in the aquarium along with the Bass and many more. On Wednesday and Friday at 2:00 pm every week a SCUBA diver goes into the 6,00 gallon tank to feed the fish. So when you visit try to see that.

The tank is filled with the same type of fish that call the Pocomoke River home. This was especially enjoyable to me because the waters of the Pocomoke River are so dark you can't see a thing. The aquarium gives one the chance to watch them in in their own habitat to see just exactly what it is they do all day....which isn't much except swim around and entertain.

This tank is filled with living coral of just about every color you can imagine. Those tiny fish look as if they have been hand painted. Be sure to find out what type of fish they are....I didn't.

I believe it was in this tiny building there were several hand crafted skip jacks. When you visit the DDC please be sure to take a look at them. They are just as elegant when small and hand made as they are sailing the Chesapeake. One thing to keep in mind as you tour this magnificent place is that many of the items on display are tools and equipment actually used at one time. Many kind hearted persons have either loaned or given items to the Discovery Center because they recognize the importance of educating those that do not know about this small part of the Eastern Shore or the Eastern Shore as a whole.

This looks very much like a scene I see every day. In fact, in the small "village" very near my own home motorists have to stop most mornings while the ducks cross the narrow road. They don't move for you and they don't bother to fly away.... every day .....they've done it for years. It isn't too bad sitting there waiting if you think about those on the highway or freeway trying to beat the clock to get to work on time. In some places on the Eastern Shore traffic jams include ducks. Yets, here we are at times, (in the boonies Councilman Malloy calls it), waiting for ducks. Doesn't get much better than that.

Ladies and gentlemen, this is a female Diamond Back Terrapin. (Thank you, Jenny Somers). I didn't know. My son brought turtles home in his lunch box, his pants pockets and in paper bags many times as a child. I've seen them in our yard and a few years ago a female snapping turtle made herself comfortable and laid eggs in a pile of sand near our brand new garage....then she left.....hissing all the way down our drive. I had never seen a Diamond Back and was really thrilled to see that this one was so active and didn't mind showing off. Be sure to stop by and see her.

A work shop that represents the decoy carvers on the Eastern Shore. Steve and Lem Ward, of Crisfield came to my mind when I saw this. The Ward Brothers were friends of my in-laws. In the dining room there were framed ink sketches created by one of the brothers and a couple of decoys in the livingroom. My children never wanted to leave Crisfield unless we road by the old workshop. Did you know that the Ward Brothers were actually both barbers?

Today there are many decoy carvers withing the local area and I'm sure we all know who some of them are. In fact, in the past many local carvers have set up displays in the DDC for the public to view. Check the DDC website for upcoming events.

Watch for the the Oyster Toads (that's what Councilman Malloy said they were). The aquarium has quite a few of them. Cute little things but they always look like they were having a bad day....Good defense...I wouldn't bother anything that contrary looking either.

This was at the end of our visit. For those of you that like boats but don't like the water this might be the thing to try. There is actually two speeds of 'wind' to blow the sail. Jump in and hit the button!

Going through the Delmarva Discovery Center was great fun! I didn't take time to see all of it.but I will go again. My photos can not begin to bring you the true beauty of the display. The entire center is amazing and seems to actually capture all of the things that make the Eastern Shore unique. If you were born and have lived on the shore all your life you understand what I'm speaking about.

There are also hands-on learning stations for anyone that wants that experience.

A steamship gives anyone the opportunity to go aboard, walk through and even go to the top deck. The setting around the steamship is quite in line with what would be done during its use many years ago.

The Delmarva Discovery Center truly  IS a "showcase of the regions cultural and environmental heritage".
And if you were born and raised on the Eastern Shore it is YOUR cultural and environmental heritage that is showcased there. Spend the time and the money to see it. Most of you will be able to identify with all of the exhibits and you will be amazed at the beauty of it all stretched out under one roof.

An excellant way to see the Eastern Shore without being bothered by the summer heat, humidity and bugs. There's also no marshy smell.

And you might just learn something new!

If you have never visited the Eastern Shore and are planning to be in the area I would certainly reccommend the Delmarva Discovery Center to be the best museum to visit to get good lesson about the surrounding area.

I am impressed and it is quite plain to see that great amounts of hard work and time were taken to make the center the showcase it is. Everyone that had a hand in making the DDC the showcase it is should be very proud.  I will be back to visit very soon.

February, 1964

Winners were announced in a contest in which high school students in Worcester County vied for honors for bringing in Civil War relics. Pocomoke High School winners were: Mike Bloxom placing first for an 1858 Colt .44 revolver; Jack Tatem, second, with a Springfield rifle and a Civil War era postage stamp; Melissa Jackson, third, with a Civil War sword that was used by her great-grandfather. The contest was jointly sponsored by the Worcester County Historical Society and The Maryland Civil War Commission.

June, 1941

With the closing of the one-teacher school in Westover Miss Mary Ritzel, the teacher in charge, was retiring from active duty. When school resumed the Westover students would be transported by bus to Princess Anne.

April, 1946

School news reported by students in the "PHS Speak's" column in Pocomoke's Worcester Democrat newspaper included items about a month long competition among home room classes for cleanest rooms...the annual Commercial Day program under the direction of Miss Mary Emily Matthews...an Easter Party being planned by Miss Pearl Bratten's 5th and 6th grade classes...a victory garden project under the direction of Mrs. Wilson...a fried chicken dinner for faculty and Chef Club members, directed by Miss Mable Jones...the organization of an Aviation Club to make model airplanes and collect information about important flights, under the direction of Mrs. Mae Taylor...and the organization of a Camera Club under the direction of Mrs. Cutright.

March, 1949

A fire broke out at the old Pocomoke school building on Walnut Street where some 190 first through third graders were attending classes. They filed out safely under the supervision of Principal Miss Annie Ross. Pocomoke firemen had the blaze under conrol in about 30 minutes. The 70-year-old three-story structure sufffered roof and water damage. An overheated flue was believed to be the cause of the fire.

Observations and Reflections on Legislative Activities

Week 3 January 23-27, 2012

Judicial Electronic Filing
Briefings continue in every committee from various state agencies. The Judiciary Committee heard from Chief Judge Ben C. Clyburn on upgrades to the court records management system. Maryland has been in the process of moving to a relatively paperless system where records are updated and posted in real time. While the benefits are significant, the vendor costs are not a small thing. One of the focal points of the committee was the filing fees that the court intends to assess the attorneys for electronic actions taken by the court.

Budget Briefing
We received a budget briefing which I have touched on in previous press releases. In a nutshell, the overall budget grows by one billion dollars. We started with a 1.5 billion dollar deficit. Many of the revenue streams for the state have dried up. In particular the federal money on which we have become so dependant. There are significant proposals that would affect every family in Maryland if they are adopted. They include:
Income tax deduction changes (mortgage and charitable donations)
Fee increases (such as doubling of vehicle registration)
College tuition increases
Sales Tax applied to Internet purchases
Sales Tax applied to phone applications
Applying the Sales Tax to many items that, to date, have been exempt.

These would be on top of the tax and fee increases already being proposed such as :
a 15 cent (66% increase) rise in our gasoline tax
a 100 to 200% increase in the “Flush” tax
Rate and fee charges for Wind Energy proposals

Across the board, Marylanders will find themselves with fewer dollars in their pocket so the governor can have a few more in his. Even Pres. Obama does not think Marylanders making less than $250,000 should pay any additional taxes, yet our governor wants to lower that standard down to $100,000.

I urge you to call, email, write, and visit the General Assembly. It is easier for them to raise taxes than it is for them to say “no” to spending increases.

“We Are The 96%” Press Conference
On Wednesday, my freshman Republican colleagues and I conducted a press conference to highlight a Gonzales Poll which we commissioned to ask Marylanders how they felt about their current tax rates. 96% of us feel that we are being taxed enough. That number includes Democrats, Republicans, and Independents. Young and old, male and female, we all agree on the tax issue. The conference received a lot of press attention and raised the level of the debate with real facts and figures. It was picked up and broadcast extensively. Unfortunately, the shore rarely sends a crew to cover any of the business ongoing in Annapolis.

Public Defender Act Hearing
On Thursday the Judiciary Committee heard from many groups on the recent decision by the Court of Appeals in Maryland which would require the Public Defender to be present at Initial Appearances before a District Court Commissioners. This has not ever been the practice and it would cost the state anywhere from 30 to over 100 million to cover these 180,000 appearances and create facilities to accommodate the change. In response to this decision, I presented HB-112 as an Emergency Bill which would change the Public Defender Act so as not to require their presence at an Initial Appearance with a court commissioner. This has stirred many to action in the criminal justice community. I was happy to see Wicomico State’s Attorney Matt Maciarello and Somerset States Attorney Dan Powell attend the hearing and let the committee know the true cost to local government if we fail to take action. Another hearing on HB-112 will be conducted next Tuesday.

Eastern Shore Delegation Meeting
We met with Department of Natural Resources Secretary John Griffin who briefed the delegation on various DNR projects slated for funding in the governor’s proposed budget. The biggest items for our area included upgrades to the bathhouses on Assateague Island and a project to support the proposed new Ocean City Boat Ramp at 64th Street. These projects would represent several million dollars worth of improvements.

There was a passionate exchange between some delegation members and the Secretary over the use of tracking devices installed on commercial waterman's vessels last year. It seems several requests for information on this matter have received no response from the DNR. This was defended vigorously as an “ongoing” investigation although a year has passed. The Secretary stated he felt like he and his department were being “harassed” on this issue by certain members of the General Assembly (namely Sen. Colburn and Del. Smigiel). Little was resolved on this matter.

I inquired about the reductions in the Striped Bass Quota due to “anticipated theft” of the resource. I asked the Secretary to include any reductions in the original quota numbers so waterman can establish their budgets for the year without fear of reductions. It is absurd to reduce someones paycheck on the grounds that they “might” steal from you. Sen. Mathias had no problem with this premise, but most of the delegation was outraged by this approach. The purpose of having a citizen legislature is to provide direct oversight of these various government agencies and not simply take their word for any action they attempt to justify. It is called accountability and it can (as was the case on Friday), at times,be messy.

Upcoming Bills:
Next week I will provide a rundown on all of the bills I have sponsored or co-sponsored so far. They include bills to reduce or eliminate taxes, protecting private property rights, along with pieces of pro-gun legislation, and public safety bills.

Bond Bills:
For the second year, I have joined with most of my Republican colleagues in agreeing not to submit or vote for any bond bills which only serve to increase the debt for the future generations of Marylanders. Each one of these bills begins with the words, “Creation Of A State Debt...” for that is what they do. At a time when we walked in the door with a $1.5 Billion deficit, this is not the time to increase our debt, no matter how “worthy” one may think the proposal.

I have voted with the Republican Caucus to support giving any appropriated bond money available to local governments for replacement Highway User money. This would allow many road repairs and paving projects in our local area to be accomplished. I’m quite sure this notion will be summarily rejected by the democratic leadership, but we feel it is important to make these reasoned arguments.

It just does not make sense to go into debt to build a playground today for our kids that their kids will be taxed to pay for.

Retired Pocomoke City Public Works Supervisor Dies

William Riley White, 65, recently of Stockton and formerly of Pocomoke City, died Friday, January 27, 2012 at home, surrounded by his loving family. Born November 28, 1946 in Saxis, VA, he was the only child of the late William "Willy" R. White, Sr. and Mary Bailey White.

Nicknamed "Hot Rod", he was an avid outdoorsman who enjoyed hunting and fishing, He will be remembered as a loving father and grandfather who was a friend to many. He worked for was an employee of the City of Pocomoke for 36 years, retiring in 2009 as the public works superintendent.

He is survived by two daughters, Fonda Morse and her husband Henry “Dale” Steininger, of Princess Anne, and Sherrie White of Salisbury; his fiancee, Patsy Burkhead of Stockton; six step children and nineteen grandchildren.

A funeral service, officiated by Pastor Mark Massey, will be held at 7 PM, Monday, Jan. 30th at the Holloway Funeral Home in Pocomoke where family and friends will gather 2 hours prior to the service. Cremation will follow. In lieu of flowers, memorial contributions can be made to Coastal Hospice, P.O. Box 1733, Salisbury, MD 21802-1733.

Hensler's takes Towman AwardHensler's takes Towman Award

POCOMOKE CITY -- Bruce Rogers of Hensler's Towing has received the Order of Towman Award from American Towman Magazine.

Hensler's Towing was recognized for "extreme professionalism" shown while performing accident-related tows dispatched by the police department, according to a news release from the magazine. The award came Nov. 19 during a ceremony at the American Towman Exposition in Baltimore.

The Cross of the Order is a Maltese Cross that depicts an archer's hand clutching a nocked arrow. The bottom of the bow is in the shape of a tow hook being grabbed by another hand. Beside it is a Latin phrase meaning "aim true."

Arrests – January 20, to January 27, 2012

1/20/2012 Pocomoke Police Officers arrested and charged James R. Motkya, 46, of Pocomoke City for "Theft" and "Trespass" from Wal-Mart. Motkya was issued several State Criminal Citations and was released pending trial.

1/20/2012 Pocomoke Police Officers initiated a traffic stop on a vehicle failing to stop at a posted stop sign. Upon making contact with the driver, a Pocomoke City Juvenile was found to be "Driving without a Required License or Permit", "Driving without Required Supervision" and other traffic citations. The juvenile was released pending trial and the vehicle was removed from the scene by a licensed driver.

1/20/2012 Pocomoke Police Officers served an arrest warrant on Nicholas Lennord Lodowski, 24, of Salisbury, MD. This warrant stemmed from a Theft investigation from Wal-Mart on December 24, 2011. Lodowski was located at his residence and was placed under arrest; he was transported to the Pocomoke City Police Headquarters for processing. Lodowski was taken before the Commissioners and held on $10,000 Bond. Lodowski was then turned over to the Wicomico County Sheriff’s Office for service of two (2) VOP Warrants.

1/20/2012 Pocomoke Police Officers arrested and charged James Donald Keithley, 50, of Ocean City, MD with "Theft" from Wal-Mart and "Making a False Statement" while under investigation. Keithley was processed and taken before the Commissioners and released on his own recognizance pending trial.

1/22/2012 Deonta Lamont Smith, Sr. 31, of Pocomoke was charged with traffic violations after Pocomoke Police Officers conducted a traffic stop on a vehicle for expired tags. Smith was issued several State Traffic Citations and released pending trial. The vehicle was removed from the scene by a licensed driver.

1/23/2012 Pocomoke Police Officers conducted a traffic stop for a traffic violation and upon contact with the driver; Eric Aaron Cropper, 44, of Pocomoke City was arrested and issued several State Traffic Citations to include "Driving on a Suspended License". Cropper was released pending trial. A licensed driver removed the vehicle from the scene.

1/25/2012 While investigating a theft call from the Duck-In Pocomoke Police Officers stopped an individual fitting the description, upon initial contact the suspect fled on foot while attempting to discard objects from his clothing along the way. After a brief foot chase Dana Lamar Collick, 22, of Pocomoke City was apprehended. The discarded items were collected and Collick was charged with "CDS – Possession of Marijuana" and "CDS – Possession of Crack Cocaine". Collick was taken before the Worcester County Commissioners and released on his own recognizance pending trial.

1/26/2012 Pocomoke Police Officers were called to the Pocomoke High School in reference to an assault. Further investigation revealed that two students were involved in a physical argument in the school cafeteria during normal school hours; a 15-year-old Juvenile from Pocomoke City was charged with "Assault 2nd Degree" and referred to Juvenile Justice for further action. The juvenile was released to her parents pending further.

1/26/2012 Pocomoke Police Officers initiated a traffic stop on a vehicle without operable taillights. The driver, Michael Allen Isdale, 19, of Chincoteague, VA was arrested and issued several traffic citations to include "Driving on a Suspended License". Isdale was released pending trial. The vehicle was removed from the scene by Smitty’s Towing.

(ANNAPOLIS) - “HB112, “Criminal Procedure - Public Defender- Representation” resolves many of the issues arising out of the recent Maryland Court of Appeals Opinion, DeWolfe v. Richmond and has the potential to save Maryland from costs that exceed $100 million.” In DeWolfe v. Richmond, the court ruled that indigents had a statutory right to appointed counsel at the initial appearance stage of a case. Essentially, this requires the Office of the Public Defender’s appearance at bail review hearings in front of the District Court Commissioners for all defendants.

“Right now, the Public Defender’s Office is unable to comply with the mandate arising out of Dewolfe.” In 2011, there were over 176,000 bail hearings in Maryland. The Public Defender’s office currently does not have the staff or economic backing to attend the projected amount of bail hearings for 2012. Public Defenders’ have far exceeded caseload standards and are not prepared to attend bail hearings that occur 24 hours a day. Some estimates show that the Public Defender’s budget of $83 million will need to be doubled to comply with the DeWolfe standards. Moreover, the State’s Attorney will also need to comply with these standards for a fair trial, and their budgets could likely double as well.

“HB112 allows for the Office of the Public Defender to focus on the critical stages of any case, where attention should be paid. By requiring representation during these initial proceedings, the DeWolfe opinion further spreads out an office already spread thin--into an area where representation is unnecessary.” In Maryland, District Court Commissioners released on Personal Recognizance half of those who had bail hearings last year. Those not held on bail are scheduled to be heard by a judge in District Court within 24 hours -- where indigents will have representation from the Public Defender. Moreover, there were less than a dozen individuals last year who requested Private Counsel during their initial appearance hearing.

The initial draft of HB112 did not require the presence of the Public Defender’s Office in the District and Circuit Courts of Maryland, but has recently been amended to require the Public Defender’s presence after the initial bail hearings before the District Court Commissioner. HB112 is scheduled for a hearing in the Judiciary Committee on Tuesday, January 26th.

Today, Eastern Shore Delegate Mike McDermott joined with the Republican Freshman Class of the Maryland House of Delegates in releasing a recent Gonzales Poll. The results show that an astonishing 96% of Marylanders believe they pay too much or the right amount of taxes, while only 4% feel they pay too little in taxes.

56% of Maryland Democrats and 80% of our state’s Republicans clearly stated they paid too much in taxes. Among male and female respondents, the numbers were very similar with 64% of men and 61% of the women polled stating they paid too much. Even in Baltimore City, one of the most liberal areas of the state, over 45% of those polled said they paid too much in taxes.

State Lawmakers Consider Drug Testing Tor Some Welfare Recipients

RICHMOND, Va.—

A bill that would require drug testing for recipients of some public assistance programs cleared a House committee on Tuesday.

The legislation requires local departments of social services to screen participants in the VIEW (Virginia Initiative for Employment not Welfare) program. Anyone who fails a test, or refuses to participate would be ineligible for payments for a period of one year.

Botetourt County Delegate Chris Head (R-17th District) sponsored one of the bills. His proposal was incorporated into a similar proposal introduced by another lawmaker. "It's just simply as stewards of public money," he told reporters after the hearing, "we have the responsibility to make sure that money is being spent wisely."

One Democratic lawmaker described the legislation as indefensible. "I find it inexplicable when we're endorsing an idea where we invade somebody's body, draw their blood to determine if that person has committed an illegal act," said Richmond Delegate Joe Morrissey (D-74th District).

The committee voted along party lines, approving House Bill 73 on a vote of 14 to 8.

Restaurant Progress-- Moving Right Along....

The photos I posted the last time showed the restaurant in downtown Pocomoke City all wrapped in Tyvek and just sitting there beside the Pocomoke River in the cold winter weather in Pocomoke City.

But the action now is on the inside!!!

I had imagined that at some point in time my bi-weekly trips to the growing restaurant would end but they didn't! Councilman Malloy made it possible for me to venture in to take photos.....after all he recognizes that this is my project, it means alot to me and after all...... it's his district!

We went in through the back of the restaurant oesn't look like much has been done (to me). 'm sure there has...Wiring is being run, kitchen seems to be making progress....

And there are windows, windows, windows!!! I like the thought of looking out towards the river from inside.

The restaurant has been designed so that there are decks at both ends.

When completed this restaurant will be an asset to downtown Pocomoke City. From what I am hearing contruction is ahead of schedule. The city is still accepting proposals from interested and qualified restaurateurs and will be until January 31, 2012. So if you are interested you don't have much time.

When completed the restaurant will seat at least 140 guests with the decks to hold an additional 40. The city plans to have the restaurant in operaton by June 2012. Information on the qualifications for being the restaurant operation go HERE or www.cityofpocomoke.com

Hmmm.... I wonder how they will select a name for it.

Sun Hurls Strong Geomagnetic Storm Toward Earth

WASHINGTON (Reuters) - The strongest geomagnetic storm in more than six years was forecast to hit Earth's magnetic field on Tuesday, and it could affect airline routes, power grids and satellites, the U.S. Space Weather Prediction Center said.

A coronal mass ejection - a big chunk of the Sun's atmosphere - was hurled toward Earth on Sunday, driving energized solar particles at about 5 million miles an hour (2,000 km per second), about five times faster than solar particles normally travel, the center's Terry Onsager said.

"When it hits us, it's like a big battering ram that pushes into Earth's magnetic field," Onsager said from Boulder, Colorado. "That energy causes Earth's magnetic field to fluctuate."

This energy can interfere with high frequency radio communications used by airlines to navigate close to the North Pole in flights between North America, Europe and Asia, so some routes may need to be shifted, Onsager said.

It could also affect power grids and satellite operations, the center said in a statement. Astronauts aboard the International Space Station may be advised to shield themselves in specific parts of the spacecraft to avoid a heightened dose of solar radiation, Onsager said.

The space weather center said the geomagnetic storm's intensity would probably be moderate or strong, levels two and three on a five-level scale, five being the most extreme.

Governor Makes Drug Policy a Top Priority

RICHMOND, Va. (AP) - Gov. Bob McDonnell said Thursday that one of his public safety priorities in the 2012 General Assembly is cracking down on repeat drug dealers.

At a news conference outlining his legislative agenda, McDonnell emphasized a bill that would impose a mandatory minimum sentence of five years for a second drug-dealing conviction. Third and subsequent convictions would trigger a minimum 10-year term.

McDonnell said drugs are responsible for 60 percent to 70 percent of all crimes, and dealers currently aren't being punished enough.

"If you're going to deal drugs in Virginia, be on notice: You're going to prison for a lot longer period of time after this session," McDonnell said.

Sen. Thomas K. Norment, R-James City and chairman of the Senate Courts of Justice Committee, said the bill sends a strong message to drug dealers that they no longer will "just get smacked on the hand" for repeat offenses.

The Republican governor said he has included about $11 million in the state budget to pay for keeping drug dealers in prison longer.

What's New With The "New" Police Department- Pocomoke City

In May of 2011 the Pocomoke City Mayor and Council took steps in purchasing the former Delmarva Auto Collision building to be the new home for the Pocomoke City Police Department.

Councilman Malloy and I traveled to the opposite end of Market Street so I could see first hand what was going on inside to prepare for this big move the police department will be making in just a few months.

The Pocomoke City Police Department is currently located on Second Street, in the former National Guard Armory, where it has been for many years and I can only remember one other possibility of it ever being anywhere else and that was on Willow Street.... but that's a maybe.

Anyway, the new facility is large and certainly seems to have ample space for the offices that are needed to operate a police department. Plus, it has to be more energy efficient and will certainly have better parking!

A Beauchamp Construction crew was busy working when we stopped by. Quite hard to tell the ins and outs of the whole facility right now but this is going to such a wonderful improvement over the conditions of the current police department. Wall board has been put up and wiring has been run with still a ways to go but certainly won't take much longer.

Energy efficient and brand new on the inside, the new Pocomoke City Police Department headquarters will be something Pocomoke City can be proud of......Just as proud as they are of their Police Department.

The condition of affairs in the lower peninsula, growing out of the protracted freeze, is growing worse. On Smith's Island the people are cutting down the few trees for fuel and killing the cattle for food. At Crisfield there is great destitution at the sailors' boarding-houses. Parties of men have ventured to walk across Tangier Sound to Smith's Island. Throughout the state yesterday morning was about the coldest of the winter. In Worcester County a temperature of 14 below zero is reported. Sinepuxent and Chincoteague Bays are frozen and communication with the island is cut off. Food and fuel there are scarce and the situation is becoming alarming.

The state of Maryland was snowbound with 16 inches reported in Pocomoke City. Waterways were icebound. The New York Times reported "The eastern shore of Maryland is almost entirely cut off from the outside world." 　

　

February, 1899

A two-day blizzard, preceded by days of frigid temperatures, buried the Eastern Shore, leaving it virtually paralyzed. Worcester County snow amounts were reported up to 22-inches. Leading up to the storm temperatures were reported at below zero during the night and only near zero during the day.

WINTER ON THE RIVER

Around the turn of the century the temperatures were lower in winter than during the last few decades. Consequently, there was more and thicker ice on the river. Skating was a great sport. The young people would have skating parties with huge wood fires on the river bank and skate far into the night. Several people have been known to skate to Pocomoke City, a distance of sixteen miles. Snow Hill and Pocomoke City harvested river ice each winter and stored it in houses built for the purpose. The ice was packed in sawdust providing a supply to last all summer.

In a 1967 "Scratch Pad" column Salisbury Times Editor Dick Moore related a letter received from Mrs. George E. Bonaville of Accomac who recalled a stormy Christmas Eve trip by boat to visit relatives in Chincoteague in 1917. "We went three days and stayed three weeks." The freight and mail boats at Franklin City were frozen in, and finally some people walked over the ice to the mainland. The column also mentioned a note from Scott Brewington who remembered driving his Model T on the frozen Wicomico River, the date not recalled.

Startled residents of Maryland took a look at their thermometers and wondered if they hadn't strayed to an arctic region overnight. -- ...the near 2 below in Salisbury was the coldest since 1899. -- Salisbury experienced a milk famine temporarily as a result of the cold. Bottles delivered as usual soon burst and the subsequent calls for replacement soon exhausted the available reserve. -- The grease in the Associated Press printers of The Salisbury Times froze and service to the paper was delayed 40 minutes in starting.

For the first time since 1888 the upper Chincoteague Bay which laps tidewater Worcester County between South Point, near Ocean City, and the Maryland-Virginia boundary, is a solid field of ice. Approximately 90 square miles of the bay is frozen with ice ranging from 6 to 10 inches in thickness, which extends between the mainland and the beach peninsula. Last week several Stockton and Girdletree fishermen walked seven miles across the ice to the beach, chatted with Coast Guards isolated at the Green Run station, and returned without mishap. Ice skaters at Public Landing ventured miles out across the ice covered bay. Older residents, recalling the freeze on the bay in 1888, tell tales of horse-drawn vehicles being driven over the ice from Chincoteague, Va., north to Ocean City, Md., a distance of 40 miles.

The front page headline in the Salisbury Times read "SUB-ZERO TEMPERATURES CHILL SHORE". While the official low temperature at Salisbury was reported at 4 1/2 degrees below zero. Maryland State police said outside of town the thermometer dipped to minus 13.

A cold wave continued its grip on the eastern United States with 5 below zero reported in Salisbury, 1 above at Richmond, and 7 degrees at Raleigh, N.C.

My Opportunity To Meet The New Police Chief

Or: "How Grateful I Was To Meet The New Chief Without Wearing Hand Cuffs In an 'Office' In the Basement".

It isn't often that I get the opportunity to do anything by invitation. I just stay down here in "the boonies" (as your Councilman Don Malloy calls it) and keep peace with nature and tend to the PPE blog.... and some other things....

So, when Councilman Malloy called and offered to show me the insides of two major structures in Pocomoke, one being built and the other being fashioned into the new Pocomoke City police station, I had to take him up on it!

The added bonus was a chance to meet the new Pocomoke City Police Chief. I had received the book written by the police chief "Why Do We Kill" for Christmas so this was my chance to tell him how wonderful the book was and how much it scared me! No... That's not a good thing to say. Telling a homicide detective of 22 years his book scare you? Hmmm... Well, it does and when all of you read the book you will understand.

A series of thoughts ran through my head. Here I was, having grown up in Pocomoke, (a town I love dearly) worked downtown for over 25 hears in the same store, raised two kids in that wonderful town, I know just about everyone there is to know and I am being invited to meet the Chief.

Well, this time all of you knew him before I did so you're one up on me. And most of you know what a great person he is to talk with. But since I "knew" him from his book as the homicide detective in Baltimore City, I was absolutely surprised.

Here's a man that can't be even 50 years of age and has been involved with more TRUE crime than any of the fake crime on television.

Pocomoke City Police Chief Kelvin D. Sewell is a delightful person. He is for real. Chief Sewell is a great big great guy filled with personality and patience to listen....and he's smart! And he gave YOU his word.

I've received so many comments and email about how comfortable the people of Pocomoke have been lately. Many have seen the Pocomoke officers on foot through their neighborhoods. Many of those citizens have even left their houses to go to the street to speak to them. I can only imagine that this must make those officers proud of the job they do.

And don't worry. I am not privvy to any inside information. I only know what you know. I know that the foot patrols will continue through the neighborhoods and once the weather becomes suitable there will be bike patrols. I know that Pocomoke City and its people will be protected to the fullest 24/7. And I know that the people of Pocomoke will be informed on what goes on in their town. We have already witnessed this with three Press Releases.

Besides, it wouldn't have done any good at all to tell me any secrets. I'd forget it anyway.

Gee, first time meeting an author of a book, retired homicide detective and police chief of my home town.....I left my cell phone in his office.........had to go back to get it but not until I was totally finished with my day. And don't worry. I won't apply to be a police officer and risk the chance of losing a squad car or misplacing a gun.

Thank you, Chief Sewell and everyone at the Pocomoke City Police Department for making Councilman Malloy's and my visit such a pleasant one. I feel very honored.

FBI Allowed To Test Explosives

SNOW HILL -- While there has been a recent dustup over explosive testing on the Landmaid Road firing range, the Worcester County Commissioners decided to once again allow the FBI to use the site for field demonstrations.

“It’s a win for us, it’s a win for them,” said Commissioner Virgil Shockley.For the past 14 years, the Maryland-Delaware Joint Terrorism Task Force has held its annual Basic Anti-Terrorism Training for Law Enforcement (BATTLE) Conference in Ocean City, with an accompanying live field demonstration at the county-owned Newark firing range. More than 300 attendees from local, state and federal law enforcement agencies are expected for the conference, which will take place April 9-13.

The demonstrations will involve explosives of less than two pounds and will last about two hours.Last fall there was an outcry from some Worcester residents when they learned that the commission granted Hardwire LLC, a military-armor manufacturer, permission to use the Newark location for testing their products. Those tests would include the detonation of explosives up to 25 pounds.

Because of the negative response from many members of the community, Hardwire chose to withdraw its request to use the site. Despite the recent controversy, Shockley doesn’t expect there to be any issues with the FBI demonstrations.

“It’s a small test,” he said. “They blow up a car or two.”Many of the common concerns voiced about Hardwire using the site included damage to the environment and noise pollution. Shockley admitted that “there will be sound” and said that he’s gotten calls in years past by confused residents, but doesn’t believe that the short demonstration will be particularly disruptive. As for environmental impact, the FBI, as per usual, will be “responsible for cleanup and notification of area residents of the training,” according to a memo from Fire Marshal Jeff McMahon.

McMahon brought the request to the commission Tuesday. He stressed that the demonstration will be no different this year than in the past, but did acknowledge that his office wanted to be as open as possible about the site given the recent Hardwire controversy.

Shockley noted the valuable training and experience for Worcester employees, including five compensated seats at the BATTLE conference, which would normally cost $1,000.

Week 2 January 16-20, 2012
Monday-Martin Luther King Jr. Day
It is a tradition in the House that on MLK Day the Black Caucus picks a member to deliver a speech honoring the fallen civil rights leader. This year the message was delivered by Del. Jay Walker of Prince Georges County. He is a former NFL player and used some analogies of football in his presentation referring to King as a “quarterback” in keeping a cool head when all around him was in turmoil. He focused on a struggle that he sees continuing to this day and his desire to see us move forward. His remarks were a good reminder of how far we have come as a country. Of course I like to remind folks that Martin Luther King Jr. was a Republican and it was his party that was the champion of civil rights he struggled to secure. Somehow, that message has been stolen.

Following the speech, we conducted a Second Reader for an Emergency Bill (SB-46)on behalf of Somerset County to address their redistricting (local districts) which was very time sensitive. The bill will be on Third Reader on Tuesday.

Tuesday:
Today I opened the morning session with prayer. This is an honor that members of the House sign up for at the beginning of session and for which I am a thankful participant.
Legislation:SB-46: Approved by a vote of 135-1. This is the redistricting plan submitted by the local officials in Somerset County which addresses the new census numbers. The law will move to the Governor’s desk for signing so the upcoming elections can take place accordingly.
Judiciary Hearings:
We heard from various advocates regarding Eyewitness Testimony being utilized by police and prosecutors. A study was presented which seemed to indicate a wide discrepency as to the methods used by police in Maryland to present photo line ups or live line ups of suspects to victims of crimes. This has been prompted by several cases involving eyewitness identification which were later turned over by DNA evidence. The testimony was compelling, but there was some questioning as to the best methods for addressing any potential problems. I believe this may be something better handled through training and the Maryland Police Training Commission along with the State’s Attorneys across Maryland. The advocates would like legislation along the lines which were drafted in North Carolina. They may be right, but it will be important to hear from more folks in the law enforcement community should a bill be filed. Anything we can do to keep innocent folks from being sent to prison should be looked into with diligence.

We reviewed three bills during the afternoon session of the committee:HB-17: Seeks to increase the penalties for Elder Abuse from a maximum of 10 years to 20 years. It also would make it tougher for those charged with this crime to receive a pretrial release. Increasing the penalty to 15 years may be possible, but the pretrial release was not received well.
HB-25: Seeks to increase penalties for the Malicious Destruction of Property by graffiti. It would require people convicted to perform community service as a part of their sentence along with any fines imposed by the court. In the past, community service has always been an option the court has used, but this would make it mandatory. I kind of like the idea of these defacers of property to spend many days cleaning up their mess.
HB-34: Seeks to change the law concerning the release of mental patients who have been found Not Criminally Responsible (NCR). Under the current system, people deemed NCR by a trial court judge are placed under confinement in a state institution until they are deemed to no longer be a threat to society. Currently, the law provides for an annual review by an Administrative Judge, but the original trial court can only review the findings on appeal. We heard testimony of several individuals who have been released under this system who went out and committed murder. This bill seeks to provide an additional opportunity for the original trial court to conduct a hearing into the case to determine if someone should be released. Arguments were testy at times. I suppose this is to be expected when one side is referring to a homicidal maniac as a “client” and the other side views them as a “criminal”. I suggested that perhaps the review could be applied to those who are institutionalized for having committed a homicide. I also requested some additional information from the state to better determine the number of persons that would fall into this category.

Wednesday
Judiciary Hearing on Collaborative Law
The committee heard testimony from several attorneys in support of establishing another method of addressing out of court settlements in Maryland. Collaborative law is similar to mediation. From a layman’s prospective, it seeks to allow more revelation at the negotiating table with the hopes of achieving greater success with the outcome. The idea is to do everything possible to come to an agreement together rather than the typical back and forth offered through traditional negotiations. The downside is the understanding that, should an agreement between the parties not be reached after much effort, the client cannot utilize their same attorney for additional court actions. This was seen as a significant draw back and it seemed apparent that this was going to be a sticking point for many of the members.

Thursday
Morning Session:
We received the Israeli Ambassador to the United States, Michael Oren, who gave a speech to the members. He implored us to stand strong on terrorism and he thanked Maryland for working with Israel for the purposes of economic development. The ambassador referred to a time in early Maryland statehood when Jewish people could not hold public office and how this law was changed by Thomas Kennedy, a member of the House of Delegates during the early 1800’s.

Judiciary Committee
We held bill hearings on the following:HB-4: Seeks to change the qualifications of Baltimore County Judges of the Orphan’s Court and would require them to be members of the Maryland Bar. There are currently no non attorneys serving on the panel in Baltimore County. This will most likely be treated as a Delegation Bill if the Baltimore County Delegation agrees. There was testimony that the presence of attorneys-judges allows the processing of cases to move through the system much quicker than was previously done.
HB-39: Seeks to abolish some aspects of the immunity enjoyed by members of the General Assembly while they are engaged in debate or actions as a member.of the House or Senate. Testimony indicated that it is very difficult to prosecute cases against members who are accused of accepting bribes since their floor discussions and debates cannot be used against them in a court of law. There was much discussion on this issue. There was a fear that in lowering the fence of protection could make it difficult for members to act freely or even protect themselves from false accusations and a zealous prosecutor. While the debate was rigorous, it is clear we were left with more questions than answers and the hypothetical renderings carried the committee down many paths with no clarity.
HB-8: Seeks to modernize the Harassment statute which currently only covers electronic mail and does not cover other digital or electronic devices or methods of communication. As drafted, the bill extends coverage to all methods of electronic transmission. There were many questions as to the definition of “harassment” as it applied to this statute. There were also questions about the various methods that one can digitally eliminate the potential for someone to contact them for purposes of harassment. This statute addresses only the actual contact of an individual and not the broadcasting of information to others. It seems likely that this bill may pass out of committee , but there will probably be some amendments adopted to make it better.

Friday
Eastern Shore Delegation Meeting:
This was a busy meeting with too little time scheduled to address the many questions that we had for the folks who presented.
MD Department of the Environment-Secretary Robert Summers
Sec. Summers attempted to update us on many areas of his department’s involvement across the state and, in particular, the eastern shore. It is fair to say the focus was on the flush tax increases along with the transfers of cash from the Chesapeake Bay Trust Fund to accommodate the governor’s budget shortfalls. The fees are slated to increase by 100% for average users, but could rise significantly more for higher end users of water. Instead of $2.50 per month, residents will pay $5.00 per month. Those who use more water will see that rate potentially double. This will not bode well for industry and businesses on the shore. This base rate is also projected to rise to $7.50 over the next three (3) years. When questioned about the fund raid conducted on the Bay Trust Fund, Sec. Summers stated that the cash had been replaced with bonds. This is a clever way of saying “state debt”. So we traded cash on hand for debt. It was further pointed ouot that the Eastern Shore was receiving an inordinate amount of scrutiny from his department considering we are only responsible for 3% of the Bay polution levels coming from our septic systems.

I pointed out to the Secretary that farmers have met their goals concerning Watershed Implementation Plans while local governments where not even close to meeting their goals. In spite of this, farmers still get to take it on the chin with delayed permitting and confused oversight.

Thee were some questions regarding hydraulic fracking (extraction method of removing deep deposits of Natural Gas). He towed the party line by indicating nothing will be allowed for another three years while the myriad of reports are compiled. I believe he thinks we can manage the program with our current regulations in place, but that is different than what the governor and the liberals in the General Assembly want to do. (Presently, Pennsylvania is experiencing a boom accounting for 50,000 jobs and lower energy costs for residents while Marylanders wait...and wait...).

Secretary Summers seems to be a good man, but right now he is a good traffic cop at a lousy intersection...not much he can do to make things better.

Susquehanna River Basin Commission
We met with Ex. Director Paul Swartz and his Deputy Thomas Beauduy of the SRBC. This commission is responsible for managing the Susquehanna River Basin to insure adequate flow and supplies of water are being achieved. They are also suppose to be in charge of providing oversight for quality of water issues. Our concerns centered on the Bay and the impact of the river as one of the principle pollutants. Thee concerns were clearly on flood management and water supplies with water quality coming in last on the list of concerns. They seem to have conceded that the lower river dams like the Conawingo accumulate huge sediment piles that are subsequently stored behind the dams until a large storm increases the need to release water. This causes large slugs of sediment to enter the upper bay and coat everything with incredible silt deposits destroying fisheries. It was very clear that little is being done to address sediment deposits in the river throughout the basin from Pennsylvania to New York. All upgrades needed in the basin are being funded locally with limited progress. There’s no established fund (such as MD’s Flush Tax) to address the system wide failures on the river. I ventured that perhaps Maryland money would be better spent on the river rather than simply trying to play catch-up with all of the pollution delivered to the bay through the river.

When asked about addressing this problem, the directors looked at each other and clearly stated that they feel they are making some progress, but funding issues them from moving ahead. There is a lack of urgency seen from those on the river basin to clean up the Bay.So , as we do our best to clean up our pool, the next door neighbor pumps his septic in through a hose, and we can’t reach the spigot. Yet, we will continue to pump money into this project to make ourselves “feel good” about what we have tried to accomplish. How about we suit Pennsylvania to get their act together? What a colossal waste!

Eastern Shore of Maryland Educational Consortium:
This group consists of all nine (9) School Superintendents from the Eastern Shore. They brought Dr, Memo Diriker (Salisbury University) with them to make the case that spending on public education creates a return of the invested tax dollars on a scale of 1.90 for every $1.00 spent. The formula and figures were complex, but it was difficult to argue the outcome. For my part, the superintendents looked weary. When asked about a possible transfer of Teacher Pension Liabilities to the counties, their spokesman, Dr. Jon Andes of Worcester County, indicated that this was a burden that would no doubt have a significant impact on local budgets. It was pointed out by Senator Pipkin that the system was suffering from the high salaries being paid out on the western shore while the benefits were being borne by the entire system , This amounts to the Eastern Shore paying more than their share of the bill due each year.

Governor’s Proposed Budget:
I wrote an article earlier in the week titled “The Castle Demands More” which provided a broad oversight of some of the governor’s proposed tax and fee increases along with his increase in spending. I will keep you posted as more of the budget gets fleshed out in the House.

Bills I introduced on Friday:HB-112: This bill seeks to address a recent Court of Appeals ruling that now requires a Public Defender to be present at an Initial Appearance before a District Court Commissioner. This has never been the case and it will cause significant budget issues for our office of the Public Defender as well as our Offices of our State’s Attorneys as they will also want to be present as well. I have been working with Wicomico State’s Attorney Matt Macearello and Worcester State’s Attorney Beau Oglesby in addressing these issues.
HB-119: This bill will allow law enforcement officer the option of issuing citations for all misdemeanor crimes ( except for crimes of violence). This would keep more cops on the streets for our more serious crimes instead of tying them up waiting for a District Court Commissioner. I have been working with various groups on this legislation for the past few months.

A Tradition Dies A Peaceful Death

A crowd gathered but the 'Poe Toaster' did not visit the grave of Poe last evening to leave the traditional rose and half-filled bottle of cognac.

According to historians the tradition began in the 1940's. On the evening before Poe's birthday a visitor dressed in black cape, dark wide-brimmed hat and carrying a silver tipped cane paid visit to the deceased writer, toasted him, left the traditional gifts and snuck back into the darkness.

In the 1990's the Poe Toaster left a note stating that he was passing the 'torch on to his sons'. Since no 'Poe Toaster' has left a rose and cognac since Poe's 200th birthday in 2009 it is thought that perhaps the yearly tradition ended on that birthday.

Poe House and Museum curator Jeff Jerome said that during the evening there were a few who came through the Westminster Hall and Burying Ground but he was able to identify them as impersonators because he and the mystery toaster had a secret signal verifying he was the authentic toaster.

A large pile of books were delivered to my office today containing the Governor’s Budget for the coming year. It makes it crystal clear this governor is out of touch with anyone but the elites of Maryland. The ruling class running this state use to go after millionaires, call them names, raise their taxes, and watch as they moved their residency out of state. Having so successfully destroyed that revenue stream, now they turn to those making only 100,000.00 per year. Sounds like the O’Mallley plan is to expand the “1%” until it becomes the “30%”.

Here are a few low points of the O’Malley budget:

The governor claims $7.5 billion in cuts as he has done every year. The reality is a spending plan that increases 2013 spending just as in years past by a billion dollars.
The governor mentions $311 million in new tax revenue yet fails to mention the additional tax and fee increases such as the massive flush tax and 15 cent fuel tax. All these taxes will be tacked on to those already existing in the budget...known and unknown.
If you make $100,000 or more, you will see a phasing out of some important Personal Exemptions such as your mortgage deduction and charitable donations.
His budget continues the discredited practice of transferring dedicated funds from established trust funds to cover over spending in the rest of the budget.
This budget will seek to be funded on the backs of small business with phased out tax deductions and new expanded taxing regulations.
The governor has now defined the “rich” in Maryland as being those making $100,000 or more and they will likewise be taxed at higher rates and experience significant limitations on personal and business deductions..
The budget would apply sales tax to all Internet purchases.
It increases the tax on smokeless tobacco products.
The budget calls for shifting the cost of teacher pensions to the counties who have no room in their budgets for these incredible costs.

The bottom line:

This budget grows government and insures that our private sector will continue to struggle. It expands the definition of “rich” to apply to 30% of our people and insures the middle class will continue to shrink. The disposable income of Marylanders will continue to evaporate, and our local service providers will experience the decline. Deductions that have helped Maryland families keep more of their income at home will , instead, go to the O’Malley coffers. Counties will be forced into budget decisions that will, no doubt, pass on additional taxes to the people of Maryland.

While Maryland struggles under the weight of an ever expanding debt, the governor lifts his eyes to Pennsylvania Avenue.

Not so fast guv...not so fast.

Is the "Poe Toaster" nevermore?

For decades, a mysterious man left a three roses and cognac on Edgar Allan Poe's grave to mark the anniversary of the writer's birth. But after the visitor, dubbed the "Poe Toaster," failed to appear two years in a row, Poe fans are planning one last vigil this week before calling an end to the annual Jan. 19 tradition.

The gothic master's tales of the macabre still connect with readers more than 200 years after his birth, including his most famous poem, "The Raven," and short stories including "The Tell-Tale Heart" and "The Pit and the Pendulum." Poe's "The Murders in the Rue Morgue" is considered the first modern detective story.

Poe House and Museum Curator Jeff Jerome, who has kept watch for the "Poe Toaster" since 1978, believes that it's Poe's suffering and his lifelong dream to be a poet that people still relate to. While the midnight tribute has a touch of the theatrical, it's also an honest expression, Jerome said. Wherever Jerome travels in the world, he said when people find out what he does, they want to know whether the "Poe Toaster" is real.

"It's such an innocent, such a touching tribute," Jerome said. "People are so captivated by the warmth of the message."

Poe lived for a time in Baltimore, but died in 1849 at age 40 after collapsing in a tavern during a visit to the city years later. He was buried in Westminster Burial Ground, then moved to a more prominent spot in the front of the cemetery in 1875. The rose and cognac tributes of an anonymous man dressed in black with a white scarf and wide-brimmed hat are thought to date back to at least the 1940s.

The vigil inside the former church is closed to the public, but over the years, a crowd has gathered outside the gates to watch. After the "Poe Toaster" failed to show in 2010, last year's vigil attracted imposters, including a man who arrived in a limo as well as a few women.

The visitor has left notes on occasion. A few indicated that the tradition passed to a new generation after the death of the original "Poe Toaster" in the late 1990s, and some even mentioned politics and sports. Those notes make it even more frustrating for Jerome that there has been no message explaining the absence.

"I would have thought they would leave a note for me saying it was over," he said. "That does annoy me a little bit, but they are under no obligation to."

Bounty Hunter Bloods Gang Member Sentenced for Attempted Murder

January 12, 2012

NORFOLK, Va. – Draindell Domonta Bassett Jr., 23, of Portsmouth, Va., was sentenced today in Norfolk federal court to participating in a pattern of racketeering activity (RICO) including conspiracy to commit murder, attempted murder and conspiring to distribute controlled substances.

Neil H. MacBride, United States Attorney for the Eastern District of Virginia, made the announcement after Bassett was sentenced to eight years and four months by United States District Judge Raymond A. Jackson.

According to court documents, in the Spring of 2006, several members of the Bounty Hunter Bloods / Nine Tech Gangsters (BHB/NTG) street gang had an ongoing feud with a rival gang member who belonged to the Crips street gang. On one occasion the rival Crip gang member had shot a couple of the BHB/NTG gang members. As a result, Bassett and other BHB/NTG gang members searched for the rival Crip gang member in order to kill him. They spotted the rival Crip gang member in the Burbage Grant area of Suffolk, Virginia. Bassett and the other gang members chased after the Crip gang member with a knife. The Crip gang member jumped into an automobile of a stranger and directed her to drive off quickly. The BHB/NTG gang members caught up to the automobile before it had a chance to drive away and kicked dents into the doors as they made efforts to drag the rival Crip gang member out of the automobile. The car then sped away and the Crip gang member was able to escape without harm. Bassett was also involved in the distribution of illegal narcotics.

This case was investigated by the FBI, the Portsmouth Police Department and the Virginia State Police. Assistant United States Attorneys William D. Muhr and V. Kathleen Dougherty are prosecuting the case on behalf of the United States.

On January 5, 2012 a Deputy of the Worcester County Sheriff’s Office arrested Stephen Richard Karafa of Salisbury, MD on a Circuit Court Civil Body Attachment for Failure to appear for court for paternity. Karafa was released after paying $1000.00 bond.

On January 12, 2012 at approximately 0943 hours a Deputy of the Worcester County Sheriff’s Office arrested Rodrique Samson of Salisbury, MD on a Circuit Court Warrant for Failure to appear for court on 1/11/2012 on the charge of Fraud identity to avoid prosecution and multiple traffic charges. Samson was held on $75,000 bond at the Worcester County Jail.

On January 12, 2012 at approximately 1200 hours a Deputy of the Worcester County Sheriff’s Office arrested John Sullivan Robinson of Lewisburg, Pennsylvania on a Fugitive Warrant from Pennsylvania for Burglary, Burglary Conspiracy, Theft, and Theft Conspiracy. Robinson was held without bond at the Worcester County Jail.

On January 13, 2012 at approximately 0855 hours a Deputy of the Worcester County Sheriff’s Office arrested Darry Nebrowski Ames Jr. of Berlin, MD on a District Court Warrant for Failure to appear for court on 1/10/2012 on charges of second Degree Assault. Ames was released on personal recognizance.

On January 13, 2012 at approximately 1145 hours a Deputy of the Worcester County Sheriff’s Office arrested Donshay Hagans of Ocean City, MD on a Circuit Court Warrant for Failure to appear for court on 1/09/2012 on charges of Robbery, Robbery Conspiracy, Theft under $100, and CDS possession Marijuana . Hagans was held on $150,000 bond at the Worcester County Jail.

Greetings from Richmond! I hope that everyone had a relaxing holiday season and enjoyed spending time with family and friends. Now that 2012 is upon us, it is time for the General Assembly to convene in Richmond again. We have many challenges, but also many opportunities this session, and I am excited to begin working with my colleagues in the Senate. The General Assembly session will be fast paced, so I will be sending out weekly updates to keep all of you informed about what is happening in Richmond. This will be a great way to track the progress of bills I am involved with as they move through the legislative process.

As this is an even numbered year, our most important task is crafting a budget to fund state government operations for two years.  Last month, Governor McDonnell released a budget proposal that suggested spending a shade under $85 billion dollars. While I applaud the Governor for some of his initiatives, including proposing an additional $4 million for the Wallops Island spaceport, and additional money for ODU and EVMS, there are a number of glaring omissions, including adequate funding for early childhood (pre-k) education, Medicaid, and natural resources protection.  However, I am confident that we can come to reasonable agreement on most budget issues, and at the end of the day pass a bill that helps Virginia remain a great place to live and work.
Last month I told you all about legislation that we are working on, addressing issues such as sea level rise, mismanagement of the Atlantic menhaden fishery, increasing physical education in schools to promote a healthier lifestyle among our children, and giving Hampton Roads more influence over regional transportation construction projects. I am working on a number of other bills as well, and I believe that they will greatly benefit the 6th District and Virginia as a whole.  I worked closely with Governor Kaine a few years ago to enact a smoking ban in restaurants, and now I am sponsoring legislation to extend that smoking ban to public school grounds and public buildings, including the General Assembly Building, where, incredibly, we still permit smoking. Additionally, I am advocating for new laws to protect law enforcement and other public servants by making our jails and prisons safer, as well as a measure to restrict the sale of methamphetamine precursors.

Arrests – January 9, 2012 to January 13, 2012

1-09-2012 Shawn A. Brown 41, of Pocomoke City was cited on a Civil Citation for "Hampering Free Passage" of customers at the Rite Aid. Brown was released on a Municipal Citation pending payment of fine.

1/10/2012 Michelle Payne, 30, of Pocomoke City was arrested and charged with several traffic violations after a traffic stop, which resulted in a unregistered & uninsured motor vehicle. Payne was issued several State Citations and was released pending trial.

1/10/2012 Joseph Thomas Revels, 50, of Pocomoke City was arrested and charged with Disorderly Conduct stemming from a disturbance on Short Street. Revels was issued a Criminal Citation and released pending trial.

1/12/2012 Chico D. Kenney, 39, of Pocomoke City was arrested and charged on a Warrant from the State of Virginia. Kenney was taken before the District Court Commissioner who placed him on No Bail and was transported to the Worcester County Detention Center pending extradition to Virginia.
1/12/2012 A 15-year-old Pocomoke City juvenile was arrested and charged with Assault 2nd Degree stemming from a fight that occurred on Second Street. The juvenile was released to their parents pending trial.
