Hogan Announces Running Mate at Campaign Rally


Larry Hogan kicked off his gubernatorial campaign this evening with a lively event at Mike's Crab House in Riva, MD. Hogan surprised an already enthusiastic crowd of over 500 supporters with the announcement of his running mate, former Maryland Cabinet Secretary Boyd Rutherford.

Boyd is an accomplished attorney who brings a wealth of both private and public sector experience to the Hogan campaign, having served as Maryland's Secretary of the Department of General Services under Governor Bob Ehrlich and Assistant Secretary for Administration of the U.S. Department of Agriculture under President George W. Bush. In both capacities, Rutherford holds a strong track record of saving millions in taxpayer dollars while increasing the efficiency of each agency.

In their remarks, Hogan and Rutherford each stressed the high level of involvement the Lieutenant Governor would have in their administration. Rutherford told the crowd:

"Accordingly, my pledge to you is simple:  When Governor Hogan assigns this Lieutenant Governor a policy initiative to implement, I will question and I will monitor, and I will safeguard the spending of your tax dollars every waking hour."

Congress Briefed by Intelligence Community Execs on Threats to U.S. National Security

FBI Director James Comey and other executives of the U.S. intelligence community joined Director of National Intelligence (DNI) James Clapper to deliver to Congress their annual worldwide assessment of current threats to U.S. national security.

A number of threat topics were discussed during the course of the hearing before the Senate Select Committee on Intelligence. DNI Clapper testified that, in the cyber arena, computer network exploitation and disruption activities such as denial of service attacks will continue, and that critical infrastructure systems will continue to be enticing targets of malicious actors. Terrorist threats are coming from a diverse group of entities—from formal groups to homegrown violent extremists and ad hoc, foreign-based actors. Threats posed by foreign intelligence entities—as well as trusted insiders—will evolve in terms of scope and complexity as they seek new, more diverse, and more technically sophisticated methods of obtaining U.S. national security information.

Nation-state efforts to develop or acquire weapons of mass destruction and their delivery systems continue to pose a major threat to the U.S., deployed troops, and allies. And transnational organized crime and criminals—including drug traffickers, human traffickers, and money launderers—continue to threaten both U.S. economic security and national security.

In addition to DNI Clapper and Director Comey, other executives appearing at the hearing included CIA Director John Brennan, Defense Intelligence Agency Director (Lt. Gen.) Michael Flynn, and National Counterterrorism Center Director Matthew Olsen.

NASA Observes Day of Remembrance Jan. 31

NASA will pay will tribute to the crews of Apollo 1 and space shuttles Challenger and Columbia, as well as other NASA colleagues, during the agency's Day of Remembrance on Friday, Jan. 31.

NASA's Day of Remembrance honors members of the NASA family who lost their lives while furthering the cause of exploration and discovery.

NASA Administrator Charles Bolden and other agency senior officials will hold an observance and wreath-laying at Arlington National Cemetery Friday morning.

Other tributes across the agency include a wreath-laying ceremony at the Space Mirror Memorial located in the Kennedy Space Center Visitor Complex in Florida and NASA's Ames Research Center at Moffett Field, California will hold a remembrance ceremony at its visitor center, the Exploration Center.

On Thursday, Jan. 30, NASA's Johnson Space Center in Houston will hold a tree planting ceremony in honor of former astronaut C. Gordon "Gordo" Fullerton. All employees are encouraged to observe a moment of silence to remember their fallen friends and colleagues. NASA's Marshall Space Flight Center in Huntsville, Ala., will hold a wreath-laying ceremony for employees followed by a public ceremony at the U.S. Space & Rocket Center.

OCPD REVITALIZES CRIME TIP HOTLINE

(January 29, 2014) – The Ocean City Police Department recently revitalized the town’s crime tip hotline by making it easier to find and understand for the citizens of Ocean City.

Ocean City residents can now call one number to report a tip about crime – 410-520-5136. Residents also have the option to share tips through email at crimetips@oceancitymd.gov.

 The crime tip hotline information can be found on our departmental website at oceancitymd.gov/Police as well as on our departmental Facebook and Twitter pages.   Any information provided through our hotline is held strictly confidential.

“We strongly encourage anyone that has any suspicions or concerns that there may be criminal activity in their area to call 410-520-5136 or email crimetips@oceancitymd.gov,” said Ocean City Police Chief Ross Buzzuro. “Tips that we receive can often be valuable information for our detectives.”

Drugs Found In Vehicle Stopped For Speeding

On January 27, 2014 at approximately 0930 hours a Worcester County Sheriff’s Office Deputy stopped a vehicle for 70 miles per hour in a 55 mile per hour zone on Rt. 50 in the area of Rt. 90. 

 The Deputy identified the driver as Kristen A Cummings 25, of Concord, North Carolina. 

 The Deputy determined that Mrs. Cummings’ license was suspended. A search of the vehicle was conducted.  During the search suspected cocaine was located in Mrs. Cummings purse. 

Mrs. Cummings was placed under arrest and taken to the Worcester County Sheriff’s Office.

 Mrs. Cummings was charged with possession of cocaine, and possession of drug paraphernalia and driving while suspended. 

Mrs. Cummings was taken in front of the District Court Commissioner where she was released on her own recognizance.

CBBT To Collect Food for Food Bank

CBBT To Collect Non-perishable Food Over Super Bowl Weekend

CAPE CHARLES, VA / In an effort to help sack hunger on the Eastern Shore and in Southeastern Virginia, the Chesapeake Bay Bridge-Tunnel will be partnering with the Foodbank of Southeastern Virginia, and its branch, the Foodbank on the Eastern Shore, as it conducts a Big Game Day Food Blitz, beginning Friday, January 31 through Sunday February 2, 2014.

Toll collectors will be accepting non-perishable food items for the Foodbank at each of the toll plazas. The employees and Commissioners of the CBBT are once again hopeful that this Food Blitz over Superbowl weekend will substantially increase non-perishable food stocks on both sides of the Bay that can be disseminated to those in need, stated Jeff Holland, Executive Director of the Chesapeake Bay Bridge-Tunnel.

During the 2013 fiscal year, the Foodbank distributed over 14.2 million pounds of food to hundreds of thousands of children, seniors and families in Southeastern Virginia and on the Eastern Shore.

The Eastern Shore branch of the Foodbank currently distributes over 1 million pounds of emergency food.

 Food donated at tollbooths on the Eastern Shore will remain at the Eastern Shore branch, while food donated at tollbooths in Virginia Beach will be utilized by the Foodbank of Southeastern Virginia main location.

The need is tremendous, with almost all of our food pantries reporting increased numbers of families seeking assistance, said Foodbank of Southeastern Virginia Eastern Shore Branch Manager Charmin Horton. We continue to see an increase over last year and anticipate even greater numbers.

The Maryland State Police Berlin Barrack is attempting to locate a reported missing person identified as Glen Allen Vickers.

 It is believed Vickers may be traveling through Maryland, Virginia or Delaware and could possibly be seeking shelter or assistance.

Few other details have been provided about his disappearance: He may be operating a red 2002 Ford F-150 truck with Maryland registration plate 7AM839. Vickers currently has long hair, a beard and is roughly 5’11” tall and around 375 pounds.

 Anyone who comes into contact with Vickers or the vehicle is urged to contact the MSP Berlin Barrack at 410-641-3101.

Today, Russian national Aleksandr Andreevich Panin pled guilty in an Atlanta federal courtroom to a conspiracy charge associated with his role as the primary developer and distributor of malware—called SpyEye—created specifically to facilitate online theft from financial institutions, many of them in the U.S.

SpyEye infected more than 1.4 million computers—many located in the U.S.—obtaining victims’ financial and personally identifiable information stored on those computers and using it to transfer money out of victims’ bank accounts and into accounts controlled by criminals.

Ultimately, though, Panin sold his malware online to the wrong customer—an undercover FBI employee. And after an investigation involving international law enforcement partners as well as private sector partners, a dangerous cyber threat was neutralized.

How the conspiracy operated. From 2009 to 2011, Panin conspired with others, including co-defendant Hamza Bendelladj (charged and extradited to the U.S. last year), to advertise and develop various versions of SpyEye in online criminal forums.

One ad described the malware as a “bank Trojan with form grabbing possibility,” meaning it was designed to steal bank information from a web browser while a user was conducting online banking. Another ad said that the malware included a “cc grabber,” which scans stolen victim data for credit card information.

Panin sold the SpyEye malware to more than 150 “clients” who paid anywhere from $1,000 to $8,500 for various versions of it. Once in their hands, these cyber criminals used the malware for their own nefarious purposes—infecting victim computers and creating botnets (armies of hijacked computers) that collected large amounts of financial and personal information and sent it back to servers under the control of the criminals. They were then able to hack into bank accounts, withdraw stolen funds, create bogus credit cards, etc.

In February 2011, a search warrant allowed the FBI to seize a key SpyEye server located in Georgia. It was several months after that when the FBI bought SpyEye online from Panin—which turned out to be very incriminating because that particular version contained the full suite of features designed to steal confidential financial information, make fraudulent online banking transactions, install keystroke loggers, and initiate distributed denial of service (or DDoS) attacks from computers infected with malware.

Panin was arrested in July 2013 while he was flying through Hartsfield-Jackson Atlanta International Airport.

“Tonight the President made clear that he will continue to issue executive orders whenever he finds that Congress does not agree with him. By advancing his agenda with an end-run around Congress, the President weakens the structure framed by our Constitution, and that which is so essential to good governance. Americans voted in favor of a government that operates within a system of checks and balances, and the President does not have the authority to work around the law
“Finding common ground is difficult, yet it is imperative that we do so if we are to make real progress on our nation’s top priorities, starting with more jobs and a stronger economy.

“I join a number of Members of Congress representing both parties and both chambers who are ready to pass legislation that reflects common ground and puts America first. PUBLIC’S HELP SOUGHT IN BURGLARY INVESTIGATIONS

(NORTH EAST, MD) – Maryland State Police criminal investigators in Cecil County are seeking the public’s help in identifying and arresting the person or persons responsible for a number of nighttime burglaries that have occurred in the North East area.

Maryland State Police Criminal Enforcement Division investigators assigned at the North East Barrack are investigating nine burglaries that have occurred since early November and have similarities in how and when they were committed. Entry is being made through windows or doors, whichever seems to offer the least resistance at the particular home. Police believe more than one suspect may be involved. Four of the burglaries have occurred in the Lake Side Trailer Park. All have occurred in the North East area.
Five of the burglaries occurred while residents were in their homes sleeping. No one awoke to confront the suspect or suspects and no one has been injured during the burglaries.

Anyone with information about the suspect or suspects responsible for these burglaries is urged to contact Maryland State Police criminal investigators at the North East Barrack at 410-996-7800. Callers may remain anonymous.

The burglaries under investigation by State Police include:


1) 11/04/13 - between 2:00 p.m. and 9:30 p.m.
400-block of Champlain Rd.
Electronic equipment was stolen.

2) 11/30/13 – 9:00 p.m. to 8:00 a.m. on 12/01/13
100-block of West Huron Ct.
Nothing was stolen.

3) 12/03/13 – between 7:00 a.m. and 4:40 p.m.
100-block of Forge Ct.
Electronic equipment was stolen.

4) 12/07/13 – between 1:00 a.m. and 4:30 a.m.
2200-block of Pulaski Highway
Personal items and electronic equipment were stolen.

5) 12/17/13 – between 5:00 a.m. and 5:30 a.m.
100-block of Ontario Ct.
Cash and personal items were stolen.

6) 12/18/13 – between 2:30 a.m. and 6:00 a.m.
Unit-block of Creedmore Lane
Cash was stolen.

7) 12/27/13 – at about 12:00 p.m.
100-block of Philipe Lane
Electronic equipment was stolen.

8) 01/12/14 – at about 2:00 a.m.
200-block of North East Rd.
Personal items were taken.

9) 01/26/14 - at about 4:00 a.m.
400-block of Champlain Rd.
Cash was stolen.

State Police are reminding residents in the area to be certain to lock and secure all doors and windows, especially at night. Keeping porch lights on at night and being observant of suspicious persons or circumstances at all times are also advisable. Residents are urged to look out for each other and to call 911 immediately if suspicious persons or circumstances are observed. Troopers are coordinating investigative efforts with the Cecil County Sheriff’s Office. Detectives there are investigating additional burglaries similar to the State Police cases.

The investigation is continuing.

How To Avoid Being Skimmed

- Inspect the ATM, gas pump, or credit card reader before using it…be suspicious if you see anything loose, crooked, or damaged, or if you notice scratches or adhesive/tape residue.

- When entering your PIN, block the keypad with your other hand to prevent possible hidden cameras from recording your number.

- If possible, use an ATM at an inside location (less access for criminals to install skimmers).
 
- Be careful of ATMs in tourist areas…they are a popular target of skimmers

ATMs aren’t the only target of skimmers—we’ve also seen it at gas pumps and other point-of-sale locations where customers swipe their cards and enter their PIN.

The Maryland State Police have implemented a Snow Emergency Plan with SHA for Worcester and Somerset Counties

. Once a snow emergency is declared, the law requires certain precautions:

 Prohibited parking on roads and streets designated as snow emergency routes; and The use of snow tires/chains (most cars now use all weather tires, so changing to "snow" tires is unnecessary)

 Motorists are urged to stay home. Disabled vehicles will be towed from roadways immediately. SHA has crews working at this time. We ask that you give them clear passage.

NRECA Raises Energy Cost Concerns in State of the Union

Jo Ann Emerson, CEO of the National Rural Electric Cooperative Association (NRECA), made the following statement regarding the President’s State of the Union speech this evening.
 
“Electric cooperatives advocate for a federal energy policy of reliable and affordable power while protecting health and the environment.
 
“The President plans to offer a vision tonight that he hopes will expand opportunity for all Americans. However, his Administration’s regulations could directly undermine this goal, especially for those living on fixed income or at lower levels of earnings.
 
“Specifically, the potential costs of the Environmental Protection Agency’s (EPA) greenhouse gas regulations threaten every household and business on a budget, not to mention the ability of electric cooperatives to continue providing reliable and affordable energy. These regulations hit hardest on Americans who can least afford to pay the bigger bills, lose their jobs or turn down their heat. And since electric cooperatives serve the majority of the ‘persistent poverty’ counties in the country (http://www.nreca.coop/wp-content/plugins/nreca-interactive-maps/persistent-poverty/), we take this seriously.
 
“Co-ops work diligently to provide affordable power in a way that best meets the needs of the local consumers who own their cooperative, including renewable resources, energy efficiency options and other tools demanded by today’s consumers. We require the freedom to pursue new technologies and innovations. The EPA’s insistence to rely on carbon dioxide capture and storage technology that isn’t ready for prime time hamstrings us in a significant way.
 
“Sometimes folks in Washington get lost in the policy at the expense of the people. Co-ops don’t see it that way and we’ll continue to ensure our members are heard on the affordability of energy and economic opportunity in their communities all over the country.”
 
The National Rural Electric Cooperative Association is the national service organization that represents the nation’s more than 900 private, not-for-profit, consumer-owned electric cooperatives, which provide service to 42 million people in 47 states.

David Craig Fixes Obamacare Mess in Maryland 

 Harford County Executive and Maryland Governor candidate David Craig offered to reimburse a Seattle businesswoman who received hundreds of errant phone calls because Maryland Health Connection, the state’s online Obamacare exchange, incorrectly posted her toll-free number as a help line.

As State officials dither over whether to reimburse the owner of Seattle Pottery Supply, health care point man and Lt. Governor Anthony Brown remains silent on the issue after refusing to issue an apology for the troubled state exchange in General Assembly hearings.


“When people make a mess they usually clean it up and apologize, but our elected officials do neither,” said Craig.

As reported in the Baltimore Sun January 18, state health department officials “would consider reimbursing Lunz for long-distance calls from Maryland.” The calls to Sue Lunz’s pottery supply company started in October, and she has been directing Marylanders to the correct number through last weekend.


David Craig sent Lunz a letter yesterday stating that she will be reimbursed for the cost of phone calls.  Craig is hopeful it is a small amount since the money would come from his personal account, and in the event it is a large amount a fundraiser will be held.

“As a small business owner myself, I can only imagine the inconvenience this must have caused her,” said Del. Jeannie Haddaway, who is running for Lt. Governor. “The State’s approach to handling this is arrogant, bureaucratic and  unacceptable.”


In a separate error, the so-called zip code glitch has been corrected which the Craig campaign discovered on Jan 6.  A “local” help feature on the federal exchange directed consumers in 14 states with their own exchange to navigators in other states. In Maryland, for example, entering a Baltimore zip code directed people to Reston, Virginia and York, Pennsylvania.

The glitch was reported on in national media outlets including Daily Caller, Fox News, Hot Air and Maryland media.


Craig and Haddaway have repeatedly called on the state to shift millions of dollars in marketing, outreach and promotional dollars away from the error-prone Maryland Health Connection.  Undisclosed millions of dollars are allocated to promoting the troubled Maryland health exchange while virtually nothing is going to informing the public of their options of signing up for coverage with the assistance of insurance brokers or directly through carriers.

“It is a shame that the O’Malley-Brown Administration is just now getting around to considering some of the viable alternatives that we proposed.  What will it take and how bad will this have to get before they finally admit that there is a better way to ensure Marylanders have health coverage?” asked Haddaway.


The board overseeing Maryland Health Connection announced yesterday that they will be working with insurance brokers to develop a telephone help line.  Craig and Haddaway called on the State to emphasize direct enrollment options with the insurance industry on Jan. 6.

Near blizzard conditions possible this evening and early Wednesday across southeast VA and Eastern Shore, mainly near the coast and Bay.

 Roads will quickly become treacherous, and travel difficult.

Due to cold temperatures, road impacts will likely continue Thursday, and possibly Friday (rural/neighborhood roads).

Snowfall - Snow totals have increased for our area to 5” to 10” as the front has moved a little north of original track.

 Exact snow amount could change depending on the intensity and track of the coastal storm.

Temps - Lows tonight: 15 to 20. Highs Wednesday: mid 20s to near 30. Above freezing are expected only briefly Thursday afternoon. Lows Wednesday night 10 to 15; Thursday night around 20.

Winds - Tonight through Wednesday afternoon: 15-25 mph with gusts 30-35 mph; highest close to the water. Wind chills tonight and Wednesday will range from zero to 10 degrees.
