Richard Douglas, a candidate for the U.S. Senate from Maryland, recently announced a series of commentaries he will be making over the next few weeks on the role of the U.S Senate. This second installment is about the importance of leadership in the U.S. Senate.

What is it like to witness genuine leadership? Whether a teenaged rifleman at Fallujah, Joshua Chamberlain at Little Round Top, or a single mother battling drug pushers at her door, the reply is the same: Inspiring. Often tragic. Moving. Even majestic.

Leadership can save lives. The absence of leadership can destroy nations. True leaders are a small minority in today's Senate. Great Senate leaders of the Cold War like Democrat Henry 'Scoop' Jackson did their duty to state and nation and passed into the mists of history. We must find new Jacksons.

What do authentic Senate leaders look like?

A Senate leader respects federalism but speaks out when his state government acts unwisely.

It is vital for a dutiful Senator to try to influence his state's governor and assembly in good directions (e.g., avoiding harmful taxation). It is possible to do this without injuring the boundary between state and federal responsibilities. A dutiful Senator comprehends that he is a leader in his state as well as in Washington. He is not a distant bystander peering through a spyglass.  A genuine Senate leader speaks up before the shipwreck. Not after.

A Senate leader uses moral authority and Senate tools to deter a President from harmful policy.

Moral authority can change a President's mind. But more often than not, forceful use of Senate procedural tools is required to deter or correct a presidential act or omission (e.g., attacks on the Bill of Rights, and failure to end Alan Gross's imprisonment in Cuba). A genuine Senate leader forthrightly uses such tools even with a President of his own party. A weak Senator, like Ben Cardin, is neither seen nor heard.

A Senate leader puts nation and state before party.

A Senate leader never forgets that his first loyalty must be to his state and nation - not to his party or ambitions. A Senator who sacrifices state or nation to party (e.g., by meekly following disastrous political dictates of Senate party bosses, the White House, or the Governor) is a burden. Maryland's situation is all too common: today in the Senate, Maryland needs a work horse to defend her interests. Instead, Maryland is burdened with a Trojan Horse who defends party interests.

A Senate leader knows when to step down.

For most Americans, longevity brings wisdom. In Congress, longevity brings isolation. Isolation from the people invites tyranny. Such isolation is visible in Baghdad's fortified 'Green Zone,' whose original architect was Saddam Hussein, not the American soldier. America must not tolerate creation of a Green Zone around Congress by politicians-for-life. A Senate leader who is truly concerned about the interests of his state and nation knows this. Like General Washington, he understands the critical value to the nation of a Farewell Address. He leaves on a warhorse, not a gurney.

Ben Cardin has held elected office since 1967. His time is up.

POCOMOKE CITY POLICE

February 26 – February 29, 2012

2-26-2012      Pocomoke Police Officers responded to Dollar General in Pocomoke City for a reported shoplifter. Upon arrival Pocomoke Police learned the suspect had concealed laundry detergent down his pants and exited the store passing all points of sale without paying for the merchandise. Pocomoke Police arrested Frederick J. Hall age 52, of Pocomoke City, MD. Hall was arrested and released pending trial.

2-29-2012      Pocomoke City Police were conducting routine patrol when they were alerted on a possible Wanted Person. Pocomoke Police approached the suspect to request his identification. Arrested on an Outstanding Warrant for CDS Possession – Not Marijuana and CDS Distribution of Narcotics was Marvin Handy Jr. age 36, of Pocomoke City, MD. Handy was held on $25,000 bond.

Whispering Pines SOLD At Auction

The old Whispering Pines Motel and Restaurant site was sold yesterday at public auction.


The property, once considered one of the premiere stopping places for travelers on the East Coast was sold at auction in Accomac for $28,000.


The property owner from Pennsylvania owed $35,000 in back taxes.


The buyers name is David Elliott. Mr. Elliott indicated he would be removing the old buildings although he did not indicate what his plans for the property were at this time.


The Whispering Pines was built in 1932 by Charles F. Russell and was a family run business for over 40 years. It was sold by the Russell family in 1972 and has had several owners since.


Over the last several years the property has fallen into disrepair.

Still alot of work left to do on the waterfront restaurant. Walls are in place and the opened windows really gives a clear picture of the wonderful scenery.   

Most of the work was being done on the outside while I was there.  The guys working on this day have really been working hard to get this restaurant in shape and operatable by May.  Up and down ladders all day... I bet they sleep well at night. 

This new restaurant will seat 120 people and will have a deck outside that will seat approximately 40.  No charge for the spectacular views.  The restaurant is also within walking distance of Cypress Park, downtown stores, Sturgis One Room  School Museum and just steps away from the Delmarva Discovery Center.

Did I mention the spectacular view of the Pocomoke River?

Legislative Update From Delegate Lynwood Lewis/ Virginia

LEGISLATIVE UPDATE

Both the House of Delegates and State Senate took up their amended versions of the Governor's introduced budget on Thursday, February 23. It is a long and sometimes cumbersome process by which we consider and object to amendments proposed by the Appropriations Committee. In addition to objections to various amendments, there are also floor amendments often proposed to the Committees version of the Governors Budget. Constructing a budget for the Commonwealth is the most important thing we do.


While in many respects the House Appropriations Committee improved upon Governor McDonnell's proposed budget, the shifting of General Fund monies from General Fund core government functions such as K-12 Public Education and Public Safety to Transportation, which has historically been a self-funding function of Government, was a fundamental philosophical problem which many of us could not accept. The version of the Governors budget produced by the Senate Finance Committee did not include this shift from our General Fund to Transportation Activities. It is my hope that as the budget process unfolds in the remaining days of the 2012 General Assembly Session that the General Fund piece of the budget can be resolved and that we can find transportation related means of funding transportation, maintenance, and construction.


The Appropriations task was made somewhat easier by the last minute availability of additional funds. Part of this was obtained by closing the "Amazon loophole" in our sales tax law with the location of a new fulfillment center in Virginia. Amazon has a physical presence in Virginia and therefore, would typically become subject to our State sales tax. This has been a big issue for our Commonwealth's retailers who compete with Amazon and other large internet merchants who, if they do not have a point of presence in Virginia, are not subject to the State sales tax. The compromise reached with Amazon will subject them to the Virginia State Sales Tax beginning in September of 2013. This would yield several million dollars of additional state revenues in the second part of the two year budget. In addition, the Commonwealth had earlier set aside approximately 24 million dollars for construction of a new Veterans center but we were just informed by the Federal Government that they would not be in position to move forward on that project until at least 2013. So that made additional money which we had committed for that project available. I will provide some budget highlights (and lowlights) in my next report.


It is likely that we will experience another year of budgetary stalemate at least for a time. The 20-20 tie in the Senate and the politics which comes with it makes very unlikely the Senate will be able to produce a budget. Where that leaves us procedurally is a bit uncertain.


Last week we also considered Senate Bill 550 in my subcommittee which established a methodology of shifting the Baylor Survey on the seaside of the Eastern Shore. I referenced this Bill and my position on it in last weeks report. It was for the reasons expressed in that report that I made a motion in the Chesapeake Subcommittee of the House, Agriculture and Natural Resources Committee, to carry over SB 550 under House Rule 22. It is my hope that in the coming months I can work with all stakeholders to have an extensive discussion about the potential for this policy to be a win situation for all concerned. It was simply too large a move without adequate public discussion.

(Annapolis)  Yesterday, Del. Michael Smigiel (R-Cecil) and Del. Michael McDermott (R-Wicomico/Worcester) presented HB-541 to the House Environmental Matters Committee that would create a special license plate in Maryland to honor all veterans. The plates would be available to the public just as the current Agriculture and Bay plates are currently. The funds collected for the Veterans Support plates would go directly to help wounded Maryland Veterans.

“This is an opportunity for all Marylanders to show their true appreciation for the sacrifices of our Veterans” said Del. McDermott. “People want to say ‘thank you’ and provide real support to those protecting our liberty in harm’s way, and this plate gives them a way to display it proudly”.

 The plates would be available from the Department of Motor Vehicles for a fee, but the money collected over the normal registration charges would go directly to help the wounded Maryland Veterans. There has been some resistance to the new plates from the DMV. In a statement, they complained about the administration of the program and storing the new plates. To that, the delegates said, “find room…empty a closet, and stop making excuses”.

“Supporting our farmers is important…supporting the bay is important…but without our veterans, our very liberties would be in peril. How can we not find a way to make this happen?” said Del. McDermott to reporters attending a press conference on Tuesday.

Support for the new plates, featuring a soaring eagle in the background clutching a banner reading “Maryland Supports Veterans”, has been overwhelming.

Summary: Scammers are pushing a hoax on Facebook, warning users that drug dealers are giving colored and flavored crystal meth to children. While such forms of meth do exist, the story is a hoax.

Facebook users are inadvertently spreading a hoax on the social network, telling each other that drug dealers are selling colored and flavored crystal methamphetamine known as “Strawberry Quick” to children. This story is false.
The claim is typically phrased as follows:

ALL PARENTS PLEEEASE BE AWARE!! …There is a drug going around the schools …Its known as Strawberry Quick …or strawberry meth …it looks like pop rocks kids eat & also smells like strawberries & also comes in other flavors like chocolate ect … Pleeease tell your children not to take candy from anyone even a class mate because this drug that looks like pop rocks is actually crystal meth rocked up with strawberry flavor & can kill them :’( …PLEASE REPOST!!! so all parents are aware of this …Thank You! This is happening all over the country

This one is slightly different and a bit shorter:

This hoax is spreading like wildfire on Facebook, despite there being any actual information. You should notice the message does not include a link to an article or police report detailing such actions. Facecrooks has summarized the facts; although it notes that the hoax is unfounded and exaggerated, it is technically possible:

This building resembles a maze at the present time with it's open ceilings in most rooms.  Lots of hard work has taken place since my last visit and regardless of the buildings appearance on this day I can tell you that this new police department is going to be a top of the line facility!  And in my opinion, it's about time.

I try to find humor in just about everything.

 Each room, when completed will be done in a blue/gray color to coordinate with the uniforms of the officers.  There will lockers, restroom/shower facilities for both female and male officers.  Plenty of offices and even a Records Room, Lounge and Conference/Briefing  Room and more.

Men were hard at work all throughout the building.  Hopefully, the new Pocomoke City Police Department will be completed by May 2012.

According to a Beauchamp Construction spokesperson (Darren, I believe)  Pocomoke City Police Officers after making an arrest will drive their patrol car into this bay area.  The back of the police station is surrounded by fencing to give the station, the officer and the prisoner privacy along with safety.

Towards the back of the bay area is a corridor that leads to a larger room especially for the arresting officers so making it much more convenient for them to do their paper work once an arrest has been made with the prisoner secured.  After completion the prisoner will be escorted to his cell just a few steps away.

The cells, not completed yet, are only holding cells until transportation can be provided to the jail in Snow Hill.  The male cell and female cells  will have a double bunk, toilet and sink.  No bars on these cells.  They will have doors.  There was no electricity into those two cells or doors on this day but I do plan to go back and see what it's like.

Make no mistake.  This is going to be a thing of beauty and I feel confident that the entire police department that is now housed on Second Street will be delighted once they have moved.  The citizens of Pocomoke can be proud of it as well.
