Within a short time people stated to realize that if the Federal government gives you free money then you have to abide by the rules and regulations promulgated by the benefactor, no matter how frivolous or onerous those rules may be.
This is just Maryland's modern version of revenue sharing. Suck it up, people. If you take money from the State then the State can tell you what to do.

The last time the United States government ran a budget surplus was in the late 1960's, when Richard Nixon was President. The surplus was so large that Nixon realized the need to return some of the money to the states, counties, and municipalities and he called it "revenue sharing". Everyone thought this was the greatest thing since sliced bread as it was "free" money.
