On February 20, 2014 the Pocomoke City Police Department received a complaint for a person purchasing a large amount of cigarettes and is about to cross the Virginia State line into Maryland.
Pocomoke City Police set up surveillance on Maryland Route 13 and Ocean Highway and observed the suspect vehicle crossing the Virginia State line into Maryland.
The Pocomoke City Police conducted a traffic stop on the suspect vehicle, a 2002 Chevrolet Suburban green in color. Upon contact with the driver Pocomoke City Police Officers recovered 40 cartons of cigarettes and $4,313 in cash.
Pocomoke City Police arrested Mansour A. Shabaik, age 64 of Jamaica New York. Shabaik was also arrested in December 2013, and is currently pending similar charges from Somerset County, Maryland for transporting cigarettes over the state line.

This story reflect very poorly on the Pocomoke City Police Department and Chief Sewell. First of all, you can bet your last dollar the police did not "receive a complaint" about anybody purchasing cigarettes; they got a tip from a stool pigeon. Second, the only "crime" committed was that the purchaser did not pay the outrageous tax to O'Malley so he could waste it in the bottomless pit in Annapolis. When government imposes confiscatory taxes or regulations on the citizenry they have every right to evade them. I had high hopes for Chief Sewell and was initially impressed by his cleanup of Pocomoke and now he pulls crap like this. The Obama patches on the uniforms are just a further insult to us.

I can't believe how some of you guys are commenting about our chief. Chief Sewell has done a lot for Pocomoke since he been here. Crime is just about gone from Pocomoke. You can walk down the streets again day or night and not be a victim of crime. As for the cigarette seizures check out what's going on in The United States Courts in New York City. These cigarette smuggling operations is a billion dollar industry that we are being told that some of the proceeds from smugglers help support terrorist groups against the United States. When our chief do his part to try cutting off their supplies on back roads like Route 13/_Ocean Hwy. you guys attack him. And as for the Patches on the police uniforms I think it look very professional. Simmer down guys give our chief a break.
Make since to me as I read about the cigarette arrest. I see that the people who are being arrested for smuggling cigarettes from one state to another are from New York City and the names are of an Arabic decent. Good job Pocomoke City Police and Chief Sewell.

A guy from New York buys cigarettes in Virginia and intends to sell them in New York. What's the tax loss to Maryland? Zero, it's New York's problem. What business is it of Pocomoke PD or any Maryland agency? Every day hundreds of Maryland residents go to Virginia to buy cigarettes and consume them in Maryland and every one of them is cheating the State out of taxes, not the guy from New York. Maryland law allows only 2 packs, not 2 cartons, of untaxed cigarettes. Why don't they arrest the true criminals who are cheating us out of tax money, not some guy who is just passing through? Because busts for cigarette smuggling make great news stories, that's why.
