Delegate Lynwood Lewis is sponsoring House Bill 2383 that will be heard by a House subcommittee to allow government to seek a determination against a citizen who the government says is harassing the government with Freedom of Information Act requests. Should the bill pass, any public body would be able to petition an appropriate court for a summary determination whether a requester, in making a request for records, is intending to harass or otherwise abuse the rights or privileges granted by the Freedom of Information Act or whether such request is overly burdensome on the public body.
