Pocomoke Mayor and Council Meeting

POCOMOKE CITY -- After a policy change, any group that rents or uses a city facility and does not already have liability insurance coverage will be required to provide the coverage under a new program.

The city's new Tenant User Liability Insurance Program is sponsored by the Local Government Insurance Trust and the National League of Cities.

According to City Manager Russell W. Blake, this will protect the city from any problems that arise during the time of use. He added that the insurance can be purchased online at www.lgit.org.

Timothy S. Ailsworth, executive director of the insurance trust, estimated that the cost of the insurance would be $75 to $150 depending on the event. It could be paid by credit card over the computer.

Ailsworth was at a municipal meeting to present a $3,000 check to the town to help finance the Pocomoke Police Department's extended high-speed pursuit training. In his letter, he said that this grant was "an example of how LGIT and local governments can work together to address risk management concerns."

The council voted to sign two agreements with Becker Morgan Group for architectural work on city projects. One was to pay the company $24,000 for services during the construction phase of the new restaurant between the Discovery Center and the Pocomoke River. Gillis Gilkerson was awarded the bid for construction of the new building.

The other agreement was for design services in the remodeling of the former automotive body shop on Market Street as the new police station. The agreement calls for the town to pay the architects 7 percent of the total construction costs, or the lowest bona fide bid. The estimated cost of the remodeling is about $100,000.

In other business, the council approved the purchase of four rounds of golf to help the Col. Richardson High School golf tournament; was introduced to the town's newest police officer, David Mason; and discussed possible appointments to the city boards and commissions.

Councilman Robert Hawkins reported that a total of 680,477 tons of material was shipped on the Pocomoke River during the past year. Also, the U.S. Coast Guard spent $200,000 replacing markers in the area.

Pocomoke City Mayor and Council Meeting

WELCOME to the newest Pocomoke City Police Officer -- Vincent Page.

POCOMOKE CITY -- Members of the Great Pocomoke Fair Committee met with the City Council to request permission to sell beer at a truck and tractor pull on June 25.

John Smith, committee president, told the council that the sale would be controlled within the city tent with a double fence around the tent. He added the event was primarily for adults, not children.

Gloria Smith added the fairgrounds were not in close proximity to any church and the schools would be closed. She said other events in Worcester and Wicomico counties did allow beer to be sold.

Police Chief J.D. Ervin checked with other towns and found no major problems.

Dave Barnes, a committee member, said if the town did not allow beer sales, "there would be no more Pocomoke Fair."

No council member stepped up to move for passage of the request after Hawkins asked for a motion, but it was decided the matter would be taken up at the next meeting when a full council was present.

Members of the council did vote to accept revised bids for the construction of an ambulance garage building and a concession building for Cypress Park.

Both measures were brought up at the previous meeting, but the bids were not within budgeted figures for the construction. After items were deleted for both projects, Beauchamp Construction was awarded both contracts, at a cost of $99,454 for the ambulance building and a cost of $83,420 for the concession building.

Under other business, the council heard the first reading of an ordinance to give homeowners a tax rebate of $2,000 or half of their taxes, whichever is less, if they install a sprinkler system; voted to give the Pocomoke Elementary School PTA four rounds of golf for its upcoming fundraiser; and voted to pay $625 for a photo display at the Route 13 Welcome Center.

Tom Grigsby was presented with a certificate of appreciation for his service as chairman of the Planning and Zoning Commission and Chief J.D. Ervin introduced a new police officer, Vincent Page.

Pocomoke Mayor and Council Vote On Sprinkler Installations

POCOMOKE CITY -- The mayor and council voted to opt out of a state regulation requiring the installation of sprinkler systems in new single-family homes in Maryland after Jan. 1.

Instead, the town will offer owners of a new home a rebate on property taxes if they decide to install a sprinkler system. The amount of the rebate will be decided later.

Two-family homes are not affected by the town's decision since they already come under the code that calls for structures with more than one family to have the systems.

Worcester County Commissioners have so far decided to let the state regulations stand, meaning they would go into effect in the new year. But the two newly elected commissioners who were sworn in Tuesday -- Merrill Lockfaw Jr. and Jim Bunting Jr. -- want to revisit the issue.

In Ocean City, the Town Council is on track to clear the way for the state regulations to take effect in the resort.

Other business

Chris B. Derbyshire, representing George, Miles and Buhr, also gave the mayor and council an update this week on the upgrade to the town's sewer plant.

He said work on the upgrade is 82 percent complete. The original completion date was Dec. 29, but an additional 48 days is needed because of a change order in the original contract. Because of the increase in time, the architects requested an additional $32,234 to monitor the construction. The request was approved.

City Manager Russell W. Blake said no local funds will be needed to cover this cost. Derbyshire also said bids should be opened in about two weeks on the UV disinfection project. This addition, costing about $225,000, will disinfect sewage leaving the plant and reduce the cost of operation because it will eliminate the need for chemicals. Again, no local funds will be needed to cover the cost of this project.
